KPKT Launches eSPA with Digital Signiture and eStamping on 20 November 2025: A Major Step in Malaysia’s Housing Digital Transformation
The Ministry of Housing and Local Government (KPKT) has officially launched the eSPA (Electronic Sale and Purchase Agreement), a digital sale and purchase agreementhat replaces the manual process, effective from 1 January 2026. This initiative is part of five key Madani Housing reforms, including the TEDUH platform for transparency and the ability to apply digital signatures anywhere, aimed at improving the efficiency and security of property transactions.

Important Information About eSPA:
Definition: eSPA is the digital version of the Sale and Purchase Agreement (SPA) for homes, designed to make property transactions more secure, traceable, and transparent.
Implementation: Effective from 1 January 2026, marking a full transition to digital for contracts and signatures in housing-related matters.
Other Components: It forms part of a broader initiative that includes:
- TEDUH: A transparency platform for homebuyers.
- HIMS: Housing Integrated Management System.
- Digital Signatures Anywhere: Enables legally valid electronic signatures.
- Digital Auditing of HDA Accounts.
Objective: To enhance transparency, information security, and buyer confidence by integrating digital signatures, e-stamping, and more efficient management systems.
This launch is a significant step towards digitising Malaysia’s housing industry and was announced by YB Tuan Nga Kor Ming, Minister of Housing and Local Government, during the Madani Housing Reform event.
